Too unspecific. It would either be extremely overpowered or totally useless, depending on how fast the rockets fire, if it just takes from the minigun ammo or has its own supply or cooldown.

But it's probably overpowered. Heavy already has the highest DPS in the game, don't know what he need rockets for.
