Roy belongs in the second category though. The only time he was a capable warrior was in Heroes wearing his dad's clothes and in Cipher.

My guess is (besides flier bias) it's because fliers have few budgetish options for dealing with mages, while cavs have many. Camilla has a pretty important niche while Titania's could be substituted with Cecilia or others pretty easily.
