Japan was looking to expand towards SEA already. You think the Americans will let them touch their colonies there? With or without Pearl Harbour the Americans would have needed to take action to protect their interest there. And no, Japan didn't bomb Pearl Harbour for the sole reason of America not selling oil to them. The main reason they did so is because they wanted a swift invasion of SEA knowing the Americans will eventually move to stop them. Their stupidity of missing the main fleets there backfired really hard.

No the actual reason was the the government was dominated by IJA and crazy jingoists who wanted war with the US no matter what after the oil sanction. SEA expansion against European colonies could have proceeded without attacking the US under the guise of anti-colonialism. FDR would be set against Japan and Germany and there would have been increased material support but domestically the anti-war sentiment was still going strong and the US would have a difficult time going to war in an official capacity.
The attack on Pearl Harbor was really a big gamble on the part of the Japanese as conceived and promoted by Yamamoto. Yamamoto was vehemently against going to war with the US as he had actually been in the US before and knew US industry was vastly superior to Japan's and that Japan had no chance in hell of winning a conventional war against the US. However his voice was drowned out and there were a fair amount of Japs out to assassinate him for his anti-war sentiment. So he tried to make lemonade out of lemons. If Japan was to go to war with the US no matter what, the IJN would need to put all their eggs in one basket and cripple the USN fleet at Pearl Harbor, scaring and intimidating the Americans to force them to the negotiating table.
The opposite happened.
