Blobbing is unfun but there's only so much you can do with a single settlement/province. I love restricting myself to Sylvania when playing the VCs but you'll last what, 50 turns until you've maxed everything out and just idle with whatever armies you can afford inbetween launching punitive wars increasingly far away because beating up your weak neighbours stop being fun.

Its why I had to give the AI some economy boosters in the form of lower upkeep, but keep elite spam to a minimum with unit caps. It's a nice trade-off, empires bounce back with at least one army if they are down to a built-up town.
I would rather have 5 stacks running around for a challenging fight to meet it out with my five stacks, then beating every battle I can manage to get my elite stack too, then floundering everywhere else.
