C# is essentially Java, it's easier to use than C++. Pretty easy to learn and because it's used for scripting stuff you don't have to have too deep a knowledge. Plenty of free resources if you want to learn the basics of the syntax online.

There's something wrong with your "design philosophy" if Vulkan goes against it but OpenGL doesn't. That kind of just sounds like an excuse to be lazy.

At least old cartridge-based consoles are fundamentally different from PC development and you'd actually learn something about embedded dev by working with them.
