Classic zones scale to a maximum of 60, northrend and outland scale to a max of 80, cata zones and pandaria scale until 90, draenor scales to 100.

So at 110 you'll still one shot old content, but while leveling you have more options and won't outlevel stuff until you break through the expansion thresholds.
