Fallout has never had an active modding scene compared to Elder Scrolls because TES's scene is far older, more established, and many people simply prefer fantasy over Scifi because it is easier to work with.
Fallout 4 was never going be that big for the same reason 3 and NV weren't, even still, it did quickly surpass New Vegas in terms of number of mods and mod downloads.
