Brigitte ideas:
Make her repair pack a skillshot and give it a tiny AoE, so it can hit multiple allies/herself
Give her a new ability bound to reload, where she powers up her flail so it does not shit healing for the next 10 hits or so. Make the animation slow her like rez so she can't pop it during fights
Being a tank/support hybrid, she feels like a jack of both master of neither. Give her some better burst support abilities, and she'll fill her roll much better. Plus, the flail power up fits with the idea of preparation that her Ult already has

You know how you swap to McCree so you can flashbang tracer? She's like a bulky offhealer with a flashbang.
