Did they already apply the changes to legacy personal loot? I've done three wod heroics for the pepe toy and every boss has dropped something my character can equip.

I enjoyed the charm of the WC3 Horde and earlier installments, but it felt lost after vanilla and any attempts to bring it back just made the faction look forgetful and thoughtless.
