Her combo isn't op at all.
You get hit by a Q that's a skill shot and her only real damage tool, it should do 60% hp even without E.
Her E isn't broken either, it actually helps the enemy team if anything. If Zoe lands an E on Varus the tank knows that Zoe is going to follow it up with a Q so the tank blocks the Q and the damage done to Varus is zero.
I enjoyed playing zoe, even after the first nerf it hurt quite a bit with the E range decreasing but it was still playable. Her win rate showed shes not over powered but just not fun to play against if you don't understand her kit which is a players fault not champion.
If you want to nerf champs that aren't fun to play against might I suggest , heimerdinger & Teemo?
Teemo current win rate - 51.67% heimerdinger current win rate -49.34% - about the same as zoe.
Like I'm not salty. I'm an Aurelion Sol main so this doesn't effect me much but I still enjoyed the champ and seeing how her win rate is actually below 50% this is just a stupid over nerf as stated in the post.

It wasn't fun to get hit by a spear and lose all of your health simply because you didn't just dodge the spear. Zoe goes back, does that philosophy and than gets the CertainlyT treatment of adding in 3 passives, all of her damage is frontloaded onto a single spell that has the consistency of a fucking roller coaster.

As a result, she's either going to be shit because they dunked her numbers, or overpowered because she can one shot people with a naked Q, there is no inbetween. Zoe defenders like yourself will never get it.
