Let's face it, the game is filled with extremely stupid cards. Pretty much all of Neutral Forest. Every single Albert. Every Dragon staple with all their 2 for 1 effects. All of Shadow too since once it hits turn 7 they almost can't lose.

What if I'm not playing Shadow?

Tilting should be destroyed after it gives its effects to 1 follower. That alone would make it so much more balanced, yet they refuse to do it. And fuck, does Dragon not have enough Storm already? Is Scyther not enough? Or Maelstrom Dragons? Windblast Dragon?

How about a count down of 3 on the amulet and for every neutral that gets it's effect reduce it by 1.

No. It's Dragon, you can play some bullshit 10 point follower immediately next turn and hit for 10/11 face. When the other guy still has 6 PP. It should only let you do it 1 time.
