He gets a pretty big bump in terms of overall firepower between NP1 and 2. Not necessary at all, but it does greatly help cut down on quest clear times.

The stars are an overcharge effect and you'll get the same between NP1/NP2 since you're probably using Vlad's NP in an NP chain anyways.
