How do you guys feel about giving people that start in X department certain small buffs, which can also be bestowed by reading special books which take Y time to read?
Stuff like giving medical doctors a slightly increased chance to successful perform surgery on improvised platforms like tables/roller beds, slightly decreasing construction times for engineers, increasing yield on chemistry reactions by Z% (somewhere in the 3 to 5 range is my initial thought, and it might not apply for certain reactions depending on how rare/strong the reagent is). Books for these "skills" would spawn in the same place that the guides for the department does, and can be printed from the library. Ideally these skills would also be able to be toggled on/off by the player.
I feel that this would increase the mechanical utility of Librarian, and slightly increase the efficiency of people who spawn and work in the same department. This addition ideally wouldn't nerf anything that already exists, nor would it give outrageous buffs that break the game.

The thing is there are upgraded versions of tools so stuff like surgery is all ready stupid fast once you get the laser scalpel, incision manager and the like. The only one that could kinda work is engineers being able to build things a bit faster then others.

Just some example thoughts. Precise buffs would be determined on a case-by-case basis, again, with the strict requirement of not being game breaking. If something already has a the ability to be increased, like surgery speed via tools, there wouldn't be a skill for it.
