Ozy gets a higher rating because while Jeanne Alter uses Merlin's skill set really well (Buster and Crits synergy), Ozy has more survivability and utility, paired with the rider natural star absorption that makes crits good anyway.

George, Hans, Assassin Shiki, Caesar (with the 50% NP at start MLB silver CE) and David.

George and Hans combo for protection, Assassin Shiki spams NP and insta kills the high HP enemies on the second row. Third row when someone dies, Caesar enters and starts accumulating NP, should Caligula use his NP, swap David in to block it. David's Charisma buffs Caesar further to kill Caligula.

Euryale and Cu are also good choices in place of Caesar, but there are a bunch of Lancers that are a danger to Euryale and Caesar is a Saber that can kill them
