I think her main issue is lack of synergy. If there was a popular fist atma team for water & uno/quatre didn't dominate the meta with their proficiencies she'd see more use, its just hard to get good TA out of her (like most characters) without investing in the right atma, and that atma doesn't really fit the rest of the element. I think every element has characters like that, ones that are very powerful in a vacuum that become overlooked for not fitting with the rest.
