I don't know who that may be, but nexusmods.com/skyrim/mods/61077/ has an Argonian skeleton option. Be sure to grab the equippable "eye" options from the Whiterun Hall of the Dead, where one of the skeletons was lying. The beast eyes are for the beast races, of course.

Tonal Architect Barus - The first and only Dwemer Chronomancer to exist before his people’s disappearance at the Battle of Red Mountain. While High Engineer Kagrenac became obsessed with using the Heart of Lorkhan’s power to help their people achieve godhood, Barus looked towards the power of time and space manipulation to push his people further into prosperity. While the Battle of Red Mountain raged outside, Barus remained underground, obsessed with his work that would finally give him the power he sought. With a wild flash, his experiment backfired and flung him into the future, sparing him the fate of his people, but throwing him into an unfamiliar land in an unfamiliar time. He now awaits execution by this “Imperial Legion” of men that found him near the border of Skyrim.
