The move speed is negligible, that just leaves the health, which is sort of okay aside from everyone going for headshots anyway.
If anything she should just get fewer charges of it. The fact that she can pop it, it goes for nearly 10 seconds, then as soon as it ends she can pop it again and again is kind of fucked up. It doesn't even have a small CD after it wears off like Lion's

Lion is ok and strong if you sit on the objective or have a defuser timer ticking down. Finka is broken imo

How often do attackers get DBNO and aren't immediately killed? Further, a good Finka knows that they probably won't save someone down with it and will therefore use it during combat/the push to increase their chance of winning the fight in the first place
