To be honest I don't think that had anything to do with it, the world stagnating I mean. Even in other world-lines where the world is normal she still becomes a cult leader and demon, as shown in DEMIYA's backstory. Pretty much in any world line where she develops sociopathy due to being raised in a sex cult, she will always end up leading a cult and taking over large swaths of people. She always ends up being killed before she turns into a full Beast/Demon by some coincidence. DEMIYA looked at her once, realized this women was a beast in the making, and ruined himself killing her.
