Thing is, APEX is an 8 or 80 servant. He either beats someone much weaker or someone much stronger than him. There is no middleground because it essentially means he can't shoot fancy beams. So put him against Gilgamesh and EXcalibur right away. Put him against Proto Hercules and he can't reach 7 restraints.

It wasn't a very satisfying conclusion, no. It felt a lot like, "This character still needs to be killed off, so let's just get it over with so the story can move on." She could just as well have been killed off in the Tokyo Bay battle or had her master assassinated earlier on, or something, but then her background story would either have to have been cut, abbreviated, or moved. I'm guessing she was only kept alive that long in the story because Sakurai wanted someplace to put her flashback and maybe wanted some filler for volume 4, but the way her death is handled just makes it feel like Sakurai needed to get rid of her quickly.
