Because the rapier will devalue the Zamorakian hasta (which would be very bad) and the tank armor is Saradominigger crap. Ranged doesn't deserve new gloves because it's by far the best combat style in the game already and the staff does nothing to solve any of Magic's problems.
the hasta will still be used. the armor is meh it might make team bossing easier at some bosses. The staff is at least going to push trident out of some places which is nice because fuck trident

It is okay to make stronger things. They will be incredibly helpful for stronger bosses, when those come. That's progressive development of a constantly updating game.
