Factoring in Chinese figures, the western sales likely barely exceed the Japanese, if at all - and this is in a market that spans more than a dozen countries as opposed to one. And game sales alone don't encompass even close to the entirety of Persona's profits, so comparing those alone is stupid. They're a Japanese company, and the only market their staff actually understand is Japan, expanding to a market that spans dozens of countries and they know very little about would be fucking dumb, so they focus on Japan to make a more immediate and safer profit. Korea and China are close, make up more of Japan's population than westerners do put together, and share far more in common culturally so naturally they're easier to capitalize on. This is no different from how the American-based Atlus USA have constantly struggled to publish games in Europe; trying to conduct business in a market other than your own is a much bigger task. America's self-entitlement knows no bounds -- any non-english speaking country, including Japan has to experience these sorts of waits for American exports, and they don't whine their fucking asses off about it.
