Light Breath does work 2 spaces away. But yeah, you must attack first to apply the buffs and you are susceptible to Panic Ploys. If a unit doesn't get Panic'd then Eirika can at least neutralize the panic by absorbing buffs.

Why does it matter? Older Tiki is the same character, but with additional history, and a much better unit. Unless she gets some crazy Prf that IS will never fork over, Young Tiki is one of the most obsolete pulls this game has to offer.
