desu I think the weapon rework was beyond the scope of the project. From what I understand there was some turmoil among the team and they just decided to release it as it was rather than keeping it in development hell forever. So the feature that requires the most work is the most noticeable absentee.
More like the latter. It still has a shit load of guns and they all feel, look, and sound good. Wounding makes it worth it if you like the ZoA experience.
