I think the 3* passives have randomized CP costs, and a randomized modifier, while the 4* passives have randomized CP costs and 2 randomized modifiers. Anything you get from a 3* passive can also potentially appear on a 4* passive, but with another modifier to go with it.

Can I abuse NG+ and chapter select in FFXV to farm end-game items? Like, can I start a game on NG+, level up through side-quests, the main story, and hunts and the like, then start a chapter select with my NG+ save and go straight to chapter 15 and go to the past?
I guess what I'm really asking is just how much freedom do you get with these two modes? Like, what would be the best way to get four ribbons off the frog-lady quest or re-do the post-game dungeons for multiple superweapons?

I guess what I'm really asking is if I should just go straight into NG+ and use that as the staging point for my chapter select farms. I heard that if you chapter select chapter 15 then all your side-quests will re-set so you can farm the end-game dungions, right? I'm just not strong enough to do that right now.

After much consideration I have come to the conclusion that FFXV, while it's a good game, does not feel like a good FF game.
At no point in FFXV did I feel like I was playing a main series FF title, it felt like any random action-y RPG game. The game is fun and I did enjoy it, but where the fuck is the "FF" of it? it just doesn't feel like one.
