Anyways, someone already did a thing on what would have happened if Raditz or Nappa turned good.
Personally, I always thought by the time Frieza arc was done with and he was settling in on Earth, he got kinda mellow and soft. Probably started thinking that sure, ruling the saiyans would be cool, but they're kind of a bunch of assholes who like nothing more than going around roughing up planets. Their reaction to Vegeta living on Earth with Earthlings for family would probably be a lot like Nappa's in FighterZ, full of contempt and disrespect. And he kinda likes the planet his family lives on, more for their sake than his. So a bunch of thug saiyans with a bone to pick could definitely be an unnecessary problem, even if the Z fighters could stop them every time. He's got no problem hanging out with other universe saiyans since they're not his responsibility (and Cabba shows promise in strength gained on his own, while he viewed Nappa and Raditz as weakling tagalongs) but there's no real benefit to the present Vegeta who can't really convince his family resurrecting and ruling a race of destructive assholes is a good idea. Too much potential damage. He still mentions the ruling thing in RoF to Frieza because had Frieza not fucked his life up, he'd probably be all for it, but now he's got shit to take care of.
