There are no best weapons. There are weapons that are better suited for different play styles and situations, but that does not make them better than every other weapon. Frankly, with the exception of the Kolibri, every other weapon in the game is useful and viable. So it really is down to what situation you face it and how you want to play the game.

i really liked the SMG08/18 before the patch, now it feels a bit too strong, but is still better balanced and limited in range than the N00Briegel and still outperforms it. DICE did good by changing it that way, even tho they didnt had to change it

There's no real bad operations really. Just bad teams. Your team getting fucked up or you romping the other team isn't fun. Both Russian maps are a bit bias though. Even still Oil of Empires is still an accomplishment to finish as attackers. Funny how the French operations turned out so well. Even with the start of Devil's Anvil being a bit fucked.

Storm is better for up close and is good for mag dumping, but once you reach a distance you might need longer between your shots for accurate fire.
Factory has more recoil so not as good up close, but you'll be able to fire faster at range.
Sorry if you know all that already, just wanted to clarify. Just make sure you're not going full 300RPM at longer distances. 2.0x zoom on the sights is helpful too, to make them a little chunkier. The rear part of the iron sight, make sure that doesn't include too much enemy leg in view or your shots might be off. Plus sometimes it just takes time to warm up to the gun. Give it a few games and you'll have a better feel for it, that's honestly the best advice. If you can deal with the flipflappin toggle of the Luger rifle you might prefer that since it's softer shooting(to the Liu factory, not storm) and has better sights. Sorry if that's too simple advice but it's just something you need to warm up to mostly.
I personally prefer the storm since it's easier to deal with dudes up close and you don't need to fire that fast at range anyway.

You mean the high bullet spread the guns have? It totally is. It's all the other mechanics around it that are influencing it to be weird but people put the blame on spread.
If I aimed for that kill and didn't get it then what's the fucking point? If even with supression a scout can out snipe my Cei-Rigotti just because even with headshots the thing happens to be completely worthless at longer ranges just because the game decided that, despite my own individual skill, I must not get that kill because that'd make shitters feel bad, that just makes me want to go back to BF4 and run around with my QBU-88, punishing scrubs for being stationary, highly predictable targets and headshotting them from any range with no regards to their feelings, and the game actually allowing me to do so.
Like shit, I could even outplay SKS shitters with a PWD-R back in the day. Why can't I do the same with assault SMGs? Even the 08/18 spergs out without supression as some retarded medic manages to get an RNG kill on me. That's just shit game design for a multiplayer game.
As it stands it just makes me feel like not playing the game anymore.

All shooters are about as competitive as you want them to be. In my case, my fun in BF always comes from staying alive as much as possible and the feeling that with the right decisions and the right timing that is always something you can do, and death isn't an inevitability until you fuck up. I don't even tryhard, I just can't have fun unless I'm being pushed to the best of my ability, and replay value is best found in the concept of self improvement.
BF1 goes against all that, though.

Some weapons weapons have better spread than others so that some weapons good at close or medium ranges don't become good out to ranges outside of their effectiveness. And if you are using it outside of it's effective range then you have to use some skill to do so. This is to help to stop a tiny handful of weapons truly being better than others and means that you can also diversify other weapon stats since you know that since it won't be easy to use a weapon outside of its optimal purpose, you can make it very good at that optimal purpose since you know that spread will stop it from being too effective outside of that purpose. Vast majority of weapons (not all) in BF1 have some kind of unique purpose or ability, which is a fairly decent accomplishment.

Not for why you're saying exactly though. The bolt actions are in my opinion the number 1 cause of a lot of issues in BF1. Much of the game has made to accommodate bolt actions since the mass of whiners who don't even play the games would complain if they weren't as relevant. The spread of most weapons has been dropped to the point so that bolt action have an edge over them. And the medic weapons which come close to their accuracy aren't as easy to use as the bolt actions.

it is very excite and actually realistic it's rare to have military standard firearms to have sub-moa accuracy most military kills involve volume of fire and positioning than accuracy itself in that sense the skill element in this game is less shooting and more about positioning

The other big thing causing higher spreads is capacity. Capacity is made a big deal of in this game since it's a time period where a lot of weapons didn't have big mags. So weapons with larger mags generally have higher spread or other detrimental elements, where weapons with much smaller mags have better spreads usually ones with smaller ones get better spread or as good spread with not crazy recoil or something. This whole capacity thing as main pillar of balance is dumb and not very creative I feel. This is coming from someone who likes the Liu a lot.
So it's not the spreads fault exactly, it's other elements to this game that are influencing the spread to be bad. Also I should add that some parts of the game have changed drastically when it comes to spread, presets and damage, while others haven't so it's like this weird Frankenstein's monster of a game at the moment where some things just don't gel with each other. All of these can be alleviated by the a non-WW1 setting and hoping DICE learnt its lessons from this game. That's my two cents
