it's safe unless your memory card corrupts, but you can always inject vitashell with psvimgtools and qmca when that happens

PSP is pretty much the benchmark, but I'd put the Wii up there as well, since it's pretty easy to get yourself one for cheap and get access to practically every nintendo system pre-wii U. Also, you can use the pads from the snes and nes minis in the wii if you want a more authentic feeling of those systems.

I'd probably wait til the end of the year until there's something you're dying to play now. Unless you're willing to buy a vita brand new, 3.60 ones can be difficult to come by, since you're relying on the second hand market who will either be completely oblivious about the importance of firmwares or will know and jack up their prices accordingly.

You have to use the wallexploit, basically you have to take a wallet and put in the greenbucks.exe file, after that you have to go to the store directory at the root of your mall SD and put the greenbucks.exe inside that folder, once it's done you should be able to pick up the game you want.
Dealing with buggy Mai dumps, unpatched games and no DLC isn't what I would call a benefit.
