Is getting Miyako and Ibuki doable if I start now? GBF kind of dominated my life for the past few weeks so I've been slacking off on other mobile games.

You'll have to grind hard though and with the right team. Add Miyako or Bookie to your team (while getting a S rank and matching idols that raise your appeal) you can get a 7 or 10 steps on the rail map. Avoid Live parties as those only give you a max of 5 step tickets per game in contrast to normal play where you can get the above increments (7 or 10). You will have to use 1 or 2 30 stamina bottles after you deplete your stamina bar so be prepared for that too.

Even if I wanted I can't get the event cards, I can't clear lvl 26 song requirement. I playing on bluestacks and trying to do this shit in keyboard is hell.
I generally become a hermit during the Spring due to allergies and me always failing to buy Flonase before the trees start ejaculating. I absolutely hate Spring and i'd hibernate through it if I could.

You can do it but you're going to have to waste stamina/jewels. For example, I only have 7 Miyakos after playing 15 times a day (7 steps per live). Right now I'm on the EX map just grinding to get my remaining 7 Miyakos. I could get it done faster but I never wasted any bottles other then the 50 bottle you get each day.
