How do you make Undertale an actual RPG without fundamentally changing its entire gameplay of doing puzzles with *ACT commands while dodging attacks
Above all else, I would want to make sure that the sequel is well written and designed so that it doesn't fuck up the series as a whole. Aside from that, I would want to go into more detail regarding monster integration on the surface, possibly have a plot or subplot regarding the issue of LOVE, tie up any loose ends regarding relationships (how these relationships "end" would depend on player actions); regarding Flowey, I would either find a way to recover him back to Asriel permanently, state that he cannot be saved at all, or one way or another, have him killed. Also, in regards to the player, I would not have Frisk be the playable character, instead, I'd have a different (likely adult) character who would just "suddenly appear overnight", but unlike Frisk, this character would not have "determination", if the character dies, the game would completely reset, only automatic saving would be available, and (without hacking) the player would only be able to reset back to the start of the game, and only after reaching the end of a timeline, or dying. Finally, I would set the game post-TP.
By not making it that? It's suppose to be an Earthbound homage which had actual combat in it. How much can you even do with the whole sparing mechanic anyway?

Dude, cool your jets, first off. Have you ever considered that sometimes, some information isn't detailed in games simply because it's irrelevant to the events that currently take place? The six souls are present, but their previous lives are irrelevant considering the current story. Sure, they could sit you down and explain their backstories one by one, but it'd fuck with the pacing. Same thing with Sans and Papyrus. Yes, there are holes in their stories, but they're no relevant to what's going on presently. Neither is Gaster, he does nothing to the story itself as it is in the present. And as for whether Sans gets better or not, that's fine as well. Not everything needs to be rigorously explained, unless you have a hard-on for mid-season multi-episode flashbacks, or a "where are they now" segment after every single movie.
You don't need to know every tiny detail to get the experience behind a story. Undertale is needlessly obscure here and there, but there are some things that really aren't relevant and would at best be flavor, in a game that's already a good 50% flavor. Focus on what actually needs to be focused on, endlessly digressing for the sake of completionism is just as frustrating as having no information.
No but I can see why you would think that. Just because there's combat in a game doesn't mean you have to kill people. The fight with Asgore demonstrated that. I'd just like things that you would expect from and RPG to be present within it ie. variety of equipables, special moves, the ability to customize your character.

Yes, that stuff is not relevant to the story of undertale itself. Undertale's story is focused primarily around Frisk/Chara and Asriel/Flowey, despite what the sansbase think.
An Undertale sequel can focus on those other stuff, and base their stories around them. We can have a story focusing on the Gaster stuff, a story focusing on the 6 humans, a story focusing on Mettaton, and so on. Maybe not all at once, but there's enough material in Undertale itself that can easily last for at least a few games.
Does Toby even have the energy/balls to make another game? If I were him I'd be terrified of letting people down cause their expectations are so unrealistic.
I'd honestly go for anything aside from Gaster stuff. I'm so goddamn tired that the only storyline people attempt to pull off is either Chara or Gaster shit, featuring Sans from the Undertale May Cry series.

The entire skeleverse exists because of the story potential that lies within Sans and Gaster ALONE. Imagine the possibilities when you look at each and every single character in the game, both alive and dead. That's several games worth of plot.

I actually believed this for a long while, but the more I played 'open world' games with collect-meaningless-lore-item fetch quests, the more I realize that maybe less is better, because what exists is more often than not boring to the level of soul-crushing. In-game codexes carry the same problem, just look at how FF13 turned out.

Knuckles and Sans have quite a lot in common.
They both exist in opposition to the protagonist. Knuckles being as strong as Sonic is fast, and being the guardian of the Master Emerald while Sonic is a free-spirited adventurer with ties to the Chaos Emeralds, whereas Sans is lazy and gave up in contrast to Frisk and Chara being filled with determination, with the ability to teleport while the human can reset time. They both ended up with a ton of content built around them meant to expand upon the mystery surrounding their background, ending up being extremely important and central figures to the universe compared to the protagonist being mostly a solo traveler stumbling upon this.
And they both became memes.

Gaster is a demented void scientist. Sans is his son/assistant and survived whatever heinous shit he was up to. Gaster comes back and either tries to wreck shit, or get Sans to wreck shit. Papyrus exists to be injured or torture and provide motivation for Sans. If Frisk appears, they will be kidnapped by Gaster as some point and will require to be saved by Sans (and sometimes others).

It's so odd. Most of what people mix and mash is already established, well spelled out, or otherwise set in stone. The six humans are perhaps one of the most vaguely defined parts of the game in terms of details and circumstance and yet there is so little out there about them.

That's because the six humans are a stub, not merely unfinished. There's not enough in there to be interesting enough for inspiration.
Well, for sans I was speaking more from fanon!sans, and for Knuckles, I was speaking from Penders/Preboot Archie. Not the true canon versions.

Because it’s pretty dull to write a fic about a character you know is just gonna end up dying in the end.
I've managed to come up with designs and characters and personalities and everything for each of the 6, just from using what we already know from the game itself, and other stuff.
Like, the Light Blue soul, Patience, had a toy knife and a faded ribbon, and their stuff is in the Ruins. Light Blue attacks are all about not moving. The ball game talks about waiting still for the right time to unleash a sharp attack. Light Blue attacks are most present in Snowdin, which is cold and icy. "Cold" being when the molecules and stuff slow down, losing heat. A comic book character exists that is built around that idea, Captain Cold, who is a Flash villain that uses coldness to counter and slow down Flash's speed.
Speaking of speed, the Orange Soul, Bravery, is all about motion. Orange attacks are based around moving, and are present mainly in Hotland. Heat being when molecules speed up and stuff. Bravery's items were tough gloves and a manly bandanna. The ball game talks about moving quickly, if I recall correctly.
From this, we can gather that the Patience kid was a very patient child who takes their time with things, waiting for the right moment to act instead of rushing head first into things. Probably very calm and cool headed, not overtly emotional or passionate on the outside. Also looks very cute and sweet and innocent. Bravery would be the opposite. A kid who probably has a lot of fear but tries to put on a brave face, an overly tough facade of masculinity to hide the fear and anxiety they truly suffer from deep down. Can not stay still, they are always moving and doing something, probably impulsive and acts without thinking all the time. Likely to be in a fight-or-flight state of mind at all times. Most likely short tempered, very passionate and heated, wears their heart on their sleeve. Patience is probably a girl that could be perceived as an ice princess, Bravery is most likely a boy everyone thinks has ADHD.

You're describing two completely different things.
I just meant that they wouldn't be that emotional or expressive, likely to not react much to things. Like, the potential to be completely cold would exist in them.
I always wondered why sans of all characters was the one to get such a following. He’s not a bad character but I feel that most of his likeability to normies stems from only his boss fight.
The entire skeleverse came about because of that one boss fight. The truth behind sans' character comes to light during that boss fight, and had a massive effect on how sans is perceived overall by the fanbase.
It's the one time in the whole game that he actually decides to stop being lazy and fight, at the very end of the Genocide route where the human has already wiped out the Ruins, Snowdin, Waterfall, and Hotland, and are about to destroy the universe. Then he reveals that he knows all about the SAVE feature, and the timelines and all that, that he's been studying it with someone else, and then he pulls out the Gaster Blasters and his eye starts glowing, and proceeds to give you a bad time, dishing out karma for all the sins the human committed.
That was like a defining character moment for sans. It was just... too awesome. And thus, the skeleverse as born...
That's pretty much it. He's an amusing character who suggested but never elaborated hidden sad past, decent bossfight and pumped music. Unfortunately, this wasn't enough, so it got twisted way beyond recognition to the point where it's more surprising to see a leveled Sans, than some weird OP brainfart.
Did the game ever specify that they were children though? I mean one of them brought a gun with them.

There are ways to reduce the clutter. Many of them.
Among the simplest would be to have a specific key item that automatically arranges them by entry. That way the player can know how many there are and be encouraged to look for them. Or not.
However, if you want to be really, really lazy about it, you can just drop them as interactable books or notes or scribbles or whatever you want to call them that cannot be collected, and then let the hardcore fans make a compilation for other fans.
