When you go fascist you get cores on Malta, a single Albanian province, and Corfu. With the cores in Albania and Corfu you can claim all of Albania and the entire Peloponnese. After that Greece will be reduced to three states so you can annex them as well.

Take most of what Ancient Carthage owned in Africa (Tunis, Algeria and Libya), since you're probably a Romeaboo Italy.
Also: Dismantle France so you get Corsica and part of Provence.

I find it acceptable due to the long historical connection. Romans conquered it, it was an integral part of Rome for centuries, and then they LARPed as Rome after Rome fell, Mussolini claimed pretty much the entire thing and it is encircled by the med, aka mare nostrum.

Thanks. I was thinking of mechanics a victoria-style game should have to make multiculti armies substandard. For example when Hungary rebelled Austria kept the Hungarians still loyal away from the front out of fear of desertions.
I suppose that when multicultural units of a single country fight together they should get an organization or morale penalty too.
