Given the cost and the fact that you're limited to 2 aux slots I'd say you'd only realistically want 3 anyway. Having space for a beaver badge or tool boxes for example seems much more beneficial to me than having a slightly more powerful shotgun.
Memes aside, you're actually correct. While the 2 torps on Ayanami meme sounds fun in theory, in practice she's already doing way more damage than needed against everything but bosses. All those MVP screens you see where she outdamages gunboat CLs and battleships (although they suffer the same problem as her) are heavily skewed in her favor.
That said, you can just counteract the HP problem by having some healing and she'd be fine for the most part, but the point is Ayanami even without one oxygen torpedo, let alone two, already does ridiculous amounts of damage and for about half the enemies in the game a single torpedo out of the 4-5 she fires will be more than enough to kill them.
But if you're going for memes then you'll want to have 5. 2 for Ayanami, 1 for Jintsuu (the other slot is taken up by a toolbox, this is not an option) and 2 for Kagerou.

That'd be the lazy and most likely thing that's gonna happen. I bet it will be like Javelin's and raise her pitiful torpedo stat too. I'd much rather it's some kind of face-fucking barrage like a DD version of what Washington has and boosts her FP and reload but there's no way in hell they're going to make Laffey viable like that.

Surprise, CAs aren't actually that great damage dealers. >AP gun aims about half its shots at nothing >barely any chances to get to use the Takao class' barrage which is actually good >Ayanami has a main barrage from her gun that's among the top DD barrages >her skill buffs her already stupidly high torpedo stat to ridiculous levels >her secondary barrage fires extra torpedoes that also deal enormous damage every 20 seconds >and of course her torpedoes themselves are ready about once every 23 seconds to completely obliterate everything in her path way past the point of being overkill Who gets the MVP didn't necessarily always earn it. In fact almost every ship that seemingly always gets MVP did it because they just deal so much damage at once but may not actually be doing USEFUL damage. Deutschland for instance will get MVP a ton of the time with her signature gun while in reality half the time she's shooting offscreen suicide boats with her whole barrage.
