You need to one-turn in order to get all 8 if you didn't do it before IN THIS GAME.

NG+ doesn't cares about what you did before, and will drop all maids (usually on Turn 0) if you have Random Drops bonus active, making Kesselring one of the first DLs you get on a NG+.
