I honestly think that the harm that is caused by the war on drugs is overly represnted in mainstream discourse. If you talk to a political science professor you get a pretty clean answer but if you then ask again but this time to a criminal justice professor you soon see that the issue is more complex than just "they are being mean! victim less crime!"

One of the major issues with the idea of stopping the prosecution of drug offenses is called "broken windows theory" which is based off of criminal data which seems to show that if the police allow one time of crime to flourish in an area more will pop up. An example of this would be that in neighborhoods which are not policed actively for drug offenses there is usually a sharp rise in prostitution, theft, and murder as well. A great way to simplify this is "the shopkeeper analogy"- If a shop keeper is robbed or merchandise is stolen our society is built so they can call the police and have some recourse to comp their financial losses. If you are dealing in ANY kind of illegal good (drugs included) and some is stolen then you will have to address the matter yourself because you are operating outside of the law in your business - meaning that there is a direct link between gang style violence and petty street level drug sales. This esentially evaporates the idea of low level crime policing being just some way to oppress minorities or the poor and postulates that it is actually a method of preventing larger level crime (murder ect.) before it even happens.
