This. I just can't find myself to actually find Necalli interesting in any sort of way. His design sucks, his personality sucks, his moveset is boring, and he's not particularly fun to play against either. He's just kinda the elephant in the room. Maybe if they actually did something with him in the story line, he'd be kinda cool, but they never did.

Guile is a much, much stronger zoning than Menat. and also has more life and strong reversal options.
Before even thinking about touching Menat, they would need to nerf Guile instead. Tokido just couldn't get in because Infiltration was smart and was anticipating all of his approaches, if it was GO1 or sako, I think Tokido would have sneaked past their defenses very easily.
