The fanservice design would not be a problem if she was not a fucking saint. No saint dresses like that so, it creates a clashing image, which results in bad design. No one cares that Elizabeth's basic dress barely covers her tiny nipples because she was a perverted sadist in life, so her dress matches her character and the fanservice is justified, unlike with Martha.
