For starters, go to the main menu and click the gift icon on the left. Accept everything with the button on the bottom right, and you'll get enough gems for a 10 roll. That costs 3800.
One of the banners is only usable with paid gems, so just swipe to the banner that has 3 gem payment methods (3800, 380, and the other one).

So I can't reroll for someone else on my phone or on Nox?

Raid quest is boss dungeon, you need 10 aradama radar for normal difficulty, and 20 aradama radar for hard difficulty.
Character quest is like bond quest, give you story and gem.
Event is event, special quest is daily.
If you're in urgent need, you can use special key to unlock any kind of daily dungeon for 30 minutes.

Also raid dungeon and sending support card to expedition will only open after you cleared act 1.

Creating an expedition team is annoying right now because you probably don't have that many support toji. You have 5 campaign teams. If a support character is in just one of them, you can't send her on an expedition.
