The member states of the Holy Roman Empire sometimes numbered in the HUNDREDS. Eight players just won't cut it, kid. Then the allies didn't declare war on Germany when they attacked Poland. Then the Germans declared war on the Soviets. I got bored and declared war on the Germans to make the allies go to war.
