I like the relationship culling, homeless control and relationship decay features
but I'm a control freak with pre-mades and I don't want Don Lothario suddenly running off with a random townie while I play another family.

Preg > partner selection > allow affairs > disabled [if you just want no one to cheat without your say so in general]

I know open world sims, tons of customization, fully expanded game sounds tempting... but it's a technical nightmare, it barely even works.

I think Sims 4 have (more or less) everything except proper Seasons and you cant travel that much like in Sims 3

No. Don't listen to anyone here, Sims 4 is only good due to WW and performance, content wise Sims 2 and 3 are miles ahead (and most likely will forever be).
