There is literally no better time to gather mats than during events, even just via natural AP. If you don't roll the servant you want, damn that sucks man, but they WILL be back eventually, saber wars rerun proves that, so always just keep a nice saved stash of a huge amount of quartz for when they are back. Otherwise, if you do roll the servant you want, or if you just have a servant you need to farm for, events are the absolute 100% best time to farm period.
"Down time" is a meme spouted by retards that fall for the "OH SHIT I'M NOT GOING TO MAKE IT" crap that is only relevant for stuff like Go West and Saber Wars and the other very few events where you'll actually struggle to hit the 100% completion mission list with natural AP. Even then though, the timing of the event shouldn't matter at all as long as the length is the same.
