Weaver with blight stone as a starting item does incredible damage against people trying to lane, they can't just stand there and tank it. When that blight stone becomes a desolator, supports will die in seconds, you just need to use shukuchi to move in and out of vision quickly so they can't react.

Dota heroes have different base attack time. dota2.gamepedia.com/Attack_speed#Base_attack_time You also have to deal with projectile speeds on ranged heroes. Practicing is the best and shortest answer to your issues, since the timing can oscillate so much.
