Saints INHERENTLY do not possess any desire aside from piety for God, so they are considered the perfect neutral party by the Grail. All Saints are automatically rulers because of this. Holmes is a Ruler because lolChaldea does what it wants (That's the actual reason given). Expect more bizarre servant and class pairings with justification like that.

Jeanne and Martha both do not desire the grail at all, and have no real desires. Amakusa is a fake ruler who was forced into the class by the Einzeberns, and his second interlude is about how he doesn't qualify for this class at all under any normal conditions. But since there was a case of him being in that class before even if it was a complete rule break, the grail accepted it as a possibility. However even he did not have any desires for the grail when he was first summoned, and only developed desires much later after he was summoned.

Link is basically an inbetween game, before the real Extella 2. Its like Extella's version of EoR. It serves a few functions. >Allow the developers to try out some new shit and improve some things. The game does look better overall, the new sprites look good. Its clear that releasing another game forced them to improve a bit.. >Create models for and introduce several new characters that they can also shove into Extella 2. >Keep people fresh on Extella 2 while its being made, so they don't forget about it. Throw out some easy game in the meantime.
As a side effect the story might actually be more decent since its focusing on only one servant honestly.
