Like France even hosted the Pope for a long time in Avignon, not to mention the French basically ran the whole Crusade fad, then the Germans also tried to copy that in the Baltics and just made themselves look like even bigger cunts. It's clear France was the most holy nation in Europe, probably the closest to an empire as well and neither were Roman.

It would have made not much difference. He already was one of the most powerful people in HRE. At his time Emperor was just a title.
