Iraq was bound by resolution 687 to stay the fuck away from chemical weapons and allow inspectors unobstructed access to do their damn jobs. Iraq accepted the resolution. The security council, which includes the US, was REQUIRED to take steps to enforce this resolution.

Iraq failed to comply.

Resolution 1441 comes about, outlines EXACTLY what Iraq has failed to do, and gives Iraq a final chance to comply.
