The former. Islam teaches an incredibly barbaric and primitive set of morality, as is fitting for a religion made up by a psychopath. Savages might be attracted to Islam, but regular decent people will act like savages under the influence of Islam.

It's because Islam has been one of the more democratic religions historically, which makes it one of the most susceptible to ideologies and memes.
