The government didn't fake stats. However, neither did they verify them. The bonus system in place meant that factory managers had to lie about their productivity in order to keep wages normal. The ones they actually submitted their figures to would not take the "we literally have no raw materials to work with" as an excuse.

A famine isn't a genocide. It wasn't deliberate. If Stalin wanted to kill large numbers of Ukrainians, he would have done it directly, like Hitler did.

Why? It takes a lot of resources to kill men. You've got transport men and munitions all around a territory and pay them for their time spent rounding up folks and having them shot. Then there's the matter of digging the graves, transporting men and munitions to another village, and so on and so on. And then what if someone sees you doing this killing? That's bad publicity, yo.
Starving folks? Just do nothing. If they've too much food, then just take it. The brits were like that, super ambivalent when subjects they didn't like had a bad harvest, indonesians had a policy of relocating east timorese onto land plots they were guaranteed to starve on.
