What you posted is hardly a trivial thing, though, and it's completely in line with the national socialist nativist policies. There are medals for civilians in most countries.
And it's not exclusive to authoritarian regimes. We have the same thing in France, it was created in 1920, as WW1 made worse the demographic crisis we were in since the early 19th century. Pic related. Though nowadays it's not just awarded to mothers, but to people who raised many children well. It was even exceptionally awarded to a priest who had raised 6 children after their mother, his housekeeper, died.
