Europe was exposed to cannon technology in the 13th century, a combination of technology brought by the Mongols and further development by the Muslims in their inferno of a war with each other.

By 1400 Europe may have been on par with China. By 1500 they may have been a little ahead. Though this is up to debate.

By 1600 Europe had an apparent advantage, the few ships that could make it as far as China had an advantage pound for pound, though this may have more to do with ship building than the cannons themselves.

By 1700 this advantage had widened to the point that would make sinoboos look silly trying to defend it.
