I really don't think it was kindness. IRRC, they were pretty harsh and actually wanted to hobble Germany for as long as they could. It's just the people who took over the power in the countries afterwards didn't have the balls to keep it going.

Although, I agree with you. While I think they were harsh enough, I think they should of be more harsh in another direction. Dismantling Germany, while probably lower reparations in order not to give common cause for all the german states to hate the entente would be a good idea.
