The Africa question is really one of ethics. It is obvious to anyone that Africans (either by lack of ability, or merely by circumstance) are not up to par with the rest of human civilization.

At that point you ask yourself, it is worth it to value African lives simply because they are human? And to do so despite their own failures to advance in hopes that they will catch up? Or is it not simply easier to watch in awe as they continue decade after decade to fail to stop civil war, disease, crime, poverty and corruption in their own communities. I don't see why an arbitrary and highly disputed test process it the ultimate measure for social politics, history or philosophy.
