As someone who's had family members work in the CIA with an uncle currently in the directorate of analysis, the CIA is incompetent as FUCK.

The director of the CIA's power is largely nominal and embolic, there's multiple departments that work purely for lobby group interests including that of Saudi Arabia and various Wall Street entities.

The biggest problem however is the crippling inefficiency the CIA has. Its' command structure is not well suited to modern technologies and is long obsolete; talk to or see any interview with a retired high level CIA operator and they will say that most employees in the CIA and most requisite procedures and regulations are complete bureaucratic deadweight
